There was supposed to be a 10,000 PLN "reward" for the rapid implementation of Central e-Registration. However, there will be no incentives.

Work is underway on an amendment to the Act on Healthcare Services Financed from Public Funds, which is intended to expand the current voluntary pilot program for electronic doctor appointments.
As a reminder, since August 26th of last year, entities with contracts with the National Health Fund (NFZ) to provide mammography or cytology screenings, or cardiology appointments, have been able to participate in the pilot program. This will become mandatory starting in the new year.
The act would enter into force on 1 January 2026, and institutions would have six months to adapt to the provisions on mandatory Central e-Registration.
The project assumes a gradual increase in the scope of services for which patients can sign up electronically in the coming years.
The Ministry of Health's draft bill established a system of incentives for entities. It stipulated that between 2026 and 2030, the National Health Fund (NFZ) may award a one-time subsidy of up to PLN 10,000 to a healthcare provider for running a CeR.
Penalties for failure to participate in the Central e-RegistrationDuring inter-ministerial consultations, the Ministry of Finance deemed the incentive for entities to be pointless.
"The Minister of Finance does not consent to the proposed system of incentives for healthcare providers. The system should be mandatory," wrote Deputy Finance Minister Hanna Majszczyk.
In the opinion of the Ministry, the project should be amended by removing the incentive system and instead consider introducing, for example, a provision specifying the deadlines for mandatory accession of service providers to the system, and possible sanctions for failure to join the system .
- At the same time, the Minister of Finance proposes to introduce additional penalties for entities that experience problems with the online registration system more often than the average number of incidents (missing deadlines, errors on the website, inability to sign up for the service) - adds Majszczyk.
In response, Deputy Minister of Health Marek Kos announced that the provision on incentives would be removed from the bill at a later stage of its proceedings.
- The Ministry of Health is abandoning the incentive system in the draft bill and, in accordance with the recommendation of the Ministry of Finance, is considering adding provisions resulting in a phased inclusion of individual groups of service providers - said Deputy Minister Kos.
We wrote about sanctions for failure to integrate with the Central e-Registration system in June . Starting next year, the National Health Fund will also be able to withhold funding from facilities that fail to report medical events.
